Wouldn't (or shouldn't) he know better?

Okay, Paige and I were at the water park today with our girls when a boy, probably around age 6 or 7, pulls down his swim suit and starts peeing in the kids splash area. Of course, no parents around. Another dad went over to him and asked him to stop. I was appalled that this boy, who in my opinion is old enough to know better, didn't even stop to think, hmmm maybe I shouldn't pull down my pants and take out my penis in front of a large crowd of people. Maybe I am just oblivious to what goes on in the mind of a young boy, but really? Paige and I waited around a little bit to see if we saw his parents, but never saw anyone come over near him or his little sister. I was also disappointed that none of the lifeguards said anything to him. Maybe they didn't see him, I don't know how you could miss it, or they were in just as much shock as I was.
